DEVELOPMENT OF THE ANTICIPATORY ACTION MEAL FRAMEWORK WORKSHOP HELD IN MACHAKOS COUNTY

The Anticipatory Action Technical Working Group in collaboration with partners convened a five-day workshop from 11th to 15th May 2026 at Semara and Gelian Hotels in Machakos County to support the development of the Anticipatory Action Monitoring, Evaluation, Accountability and Learning (AA MEAL) Framework for Kenya.

The workshop brought together representatives from Government Ministries and Agencies, humanitarian organizations, development partners, county governments, research institutions, academia and technical experts involved in anticipatory action programming. The engagement provided an important platform for stakeholders to collaboratively review, discuss and strengthen the Framework in support of implementation of the Kenya Anticipatory Action Roadmap 2024-2029.

The discussions focused on strengthening systems for monitoring, evaluation, accountability, learning, reporting, coordination and evidence generation for anticipatory action interventions in Kenya. Participants reviewed key components of the Framework including the background and rationale, Theory of Change, logical framework indicators, monitoring and evaluation systems, accountability mechanisms, learning and innovation approaches, data collection and management systems, reporting structures, communication and knowledge management systems as well as coordination and implementation arrangements.

The workshop adopted a participatory and consultative approach where participants worked in thematic groups to review assigned sections of the Framework and provide technical recommendations. The outputs from the group discussions were later consolidated into one working document which was reviewed collectively during plenary sessions. Participants continued refining the Framework through discussions, corrections and technical input throughout the workshop.

Key recommendations from the workshop included the need to harmonize indicators and reporting systems across all pillars of the Kenya Anticipatory Action Roadmap, strengthen accountability and evidence generation mechanisms, standardize data collection tools and enhance coordination among implementing stakeholders. The workshop also emphasized the importance of inclusivity, ethical standards, adaptive management and community participation throughout implementation of anticipatory action interventions.

The workshop further agreed that each pillar shall prepare quarterly reports and that annual AA reports shall be produced by September of every year. Participants also agreed on timelines for finalization, validation, signing, launch and dissemination of the AA MEAL Framework.

The workshop concluded with appreciation to the World Food Programme (WFP), United Nations Development Programme (UNDP) and Food and Agriculture Organization (FAO) for their continued technical and financial support towards strengthening anticipatory action systems in Kenya.
